Parties from 16 are rare in Berlin, but they exist: school parties, gigs with a party afterwards, youth events in cultural centres and the odd club night that deliberately starts early. This page lists only events the promoter has explicitly opened to 16-year-olds; everything else in the calendar is 18 plus. The event page tells you what applies: time, door price and whether there is a Friendslist.
Youth protection law sets the frame: at 16 or 17 you can usually stay at a public dance event until midnight without an accompanying adult; staying longer generally requires an adult the parents have put in charge, the idea behind the so-called Muttizettel form. How that works in practice is up to the promoter, and the door checks ID. This is a rule of thumb, not legal advice; the binding details are on the event.
